This is not true now and I dont think it was quite true then as GDP measurement has included consumption level.
As to specific programmatic demands, these are hard to form from the outside. We have to grab hold of demands as they arise and offer better demands in the heat of battle. This one of the reasons I suggest we in the UK go for the euro. At the moment we should look at what is on the cards of those outside ourselves and see if we can use any of them. Our programme should be more of guide to the direction we want to go but Mike macnair sees that predictions can condition these demands.
