How do you know?
Well, when are they going to be responsible for their beliefs? We all get a lot of ideas from our parents that we keep for the rest of our lives. It's true that as we grow older we start to form new ideas that contradict our parents', but the process is never complete. Pretty much everybody's beliefs reflect what their parents raised them to believe to some extent. Nonetheless, we start holding people responsible for their beliefs once their brains undergo the development of puberty and they can really start forming personal belief systems.
My parents raised me to not judge people based on their race, gender or sexual orientation, and I still believe very strongly in that principle. I suppose a Nazi might say that I've been "brainwashed" into tolerance by my parents, but ever since I reached adolescence and started forming my own beliefs about the world, I have had to take responsibility for those beliefs. It doesn't matter anymore that many of the beliefs I hold happen to coincide with the beliefs my parents hold.

They're just kids. It is the environment they've been raised in that's responsible for their vile behavior. The solution is to take them into the custody of the state and make them undergo thorough re-education. Their parents should be prosecuted for inciting racial enmity. Private schooling must be eliminated to ensure that children are not brought up in such an abominable atmosphere.
