There's a reason for the 50 rounds. NYPD has a rule that once the police have shot someone they must continue shooting the person until their guns are empty. This was documented during the February 2000 trial of the four cops who shot Amadou Diallo 41 times.

The details concerning the reasons for the shooting still seem pretty sketchy but right now it looks like the victims got caught up in the middle of a sting operation and were in the wrong place at the wrong time.
One of the cops emptied two clips.
NYPD cops are quick with the trigger when a black man walks on the street. Or when he shows his wallet.

No, they hit the man 11 time and the car (including the 11) 21 times.
So 46% of the shots actually hit the car, meaning 54% of the shots were complete misses.
They didn't get their way with the Black Panthers, they needed to run to the FBI for help, the police crappy tactics were and still are no match for any kind of organized armed force.
Like mikelepore said, it's protocol when dealing with someone suspected to be armed/dangerous.

Probably not. Some off-duty pigs beat the living fuck out of a guy for no reason in my state awhile back. They all walked, and there were some protests but (no doubt with some help from "community leaders" <_< ) riots didn't break out. It could happen though, I know Benton Harbor has had some flare-ups.
Funny side note... one of the acquitted cops mentioned above was later kicked off the force for illegally buying submachine-guns, and he then called in bomb threats to the police station.
