When Castro dies the vice president will hold the office of president until the next election. Raul is the current vice president.

Im referring to neighborhood and workplace committees, dectentralized power. Having an executive isnt necessary in a socialist society, in fact, it goes against the very idea of socialism
so they would control their work i.e own the factory but not the country i.e foreign policys, who would control that?

Well socialism can only come about when it is international. The workers control their workplaces, in their respective areas of the world. The working class represents themselves, thats primarily why im arguing against Cuba as socialist, because the "representatives" are not members of the working class.
mass workers organisations do control Cuban society, though. For instance, here's a good article from Granma on how the Workers' Congress is making recommendations on how to reshape the economy and continue the gains of the Revolution.

In reality, Cuba is a state capitalist country following more and more closely the models of China and Vietnam. Already heavy foreign investment into their tourist industry from multinational corporations are creating more class divisions inside Cuba as regular Cubans are not allowed to enter the tourist resorts.
Castro is just another state capitalist dictator and his death will be, like the state capitalist dictators that came before him, a victory for socialism.

If the revolution is strengthening after Fidel's abscence from political leadership, (which all the evidence points to) that logically doesn't suggest he's a dictator.

Yeah, the state owns most hotels, but there are some that are owned in part (no more than 49%) by foreign corporations. You'll have that when you're the only socialist country on earth, and you've been under economic, political and military attack for 50 years. Only more revolutions can break Cuba out of isolation and allow it the room it needs; but until then the Cuban people are maintaining their socialist system, the most just and democratic in the world.
