    No it doesnt, but even such programs are a far step above the neoliberal economics of most other Latin American countries. Keep in mind Mexico also has vast reserves of oil, but you dont see the same programs. Chavez has also been one of the few world leaders calling the United States out on imperialism and challenging the status quo.

    Maybe so, I&#39;m not attacking Chavez&#39;s political stance, nor creating social programs with oil money, however Venezuela will have to depend on such populism forever, unless steps towards actual socialism are taken, which so far we haven&#39;t seen from Chavez, nor does it seem he wants to move in towards socialism. Cuba&#39;s educational and healthcare systems are light years ahead of Venezuela, due to socialism.
