Practical measures to conclude Non-Aggression Treaty called for
Pyongyang, October 29 (KCNA) -- How the U.S. approaches the proposal
to conclude a non-aggression treaty between the DPRK and the U.S. is
a touchstone showing whether the U.S. has a true will to solve the
nuclear issue and whether it intends to settle it through dialogue and
negotiations with the DPRK or by a war. Rodong Sinmun today says this
in a signed commentary, urging the U.S. to respond to the DPRK's
proposal. It goes on: The public at home and abroad has warmly
hailed and supported the important proposal advanced by the DPRK to
conclude a Non-Aggression Treaty between the two countries in a bid to
bridge over the grave situation prevailing in the Korean Peninsula
owing to the U.S. unilateral and high-handed attitude. The key to
straightening out the grave situation lies in concluding a non-
aggression treaty between the DPRK and the U.S. as proposed by
the former. The U.S. listed the DPRK as part of the "axis of evil"
and singled it out as a target of U.S. preemptive nuclear strikes. This
was an open declaration of a war against the DPRK and a brigandish act
of completely ditching the DPRK-U.S. agreed framework.

The DPRK's right to existence is most seriously threatened by the
U.S. reckless moves and the situation prevailing on the Korean
Peninsula is so grave that a war may break out any moment. This
notwithstanding, ultra-right conservatives of South Korea are crying
out for "cooperation" with the U.S. and inciting confrontation with the
north, far from calling for the conclusion of a non-aggression
treaty between the DPRK and the U.S. No one can predict what
serious consequences this row will entail. The U.S. is well advised
to properly understand the DPRK's revolutionary will and spirit and
behave itself. It should opt for concluding the Non-Aggression Treaty
to solve the nuclear issue.

Germ warfare atrocities of U.S. Forces disclosed Pyongyang,
October 29 (KCNA) -- Lecturer of Shizuoka University Masataka Mori,
representative of the society for disclosing the historical facts about
germ warfare by the Japanese army, made public a report on on-site
survey of the germ warfare by the U.S. Forces during the Korean
War under the title "We Disclose the U.S. 'Justice' Stained with
Blood". He visited the DPRK at the head of the Japanese group to
investigate damage done by U.S. Forces' germ warfare during the Korean
War. He cited testimonies to prove that the United States is not
entitled to criticize other countries for possessing and developing
mass-destruction weapons, clamoring about "justice". According to
the report, the United States pushed forward the study and development
of mass-destruction weapons, biological weapons (germ weapons), in an
attempt to commit massacres right after the Second World War,
and tested the "successes" made in this process in the Korean War.
it noted: The international fact-finding groups including that of
the International Association of Democratic Lawyers had already
conducted on-site survey during the Korean War, concluding that the
contagious diseases in North Korea and China were caused by the germ
warfare by the U.S. Forces and this germ warfare was committed on the
basis of the achievements of 'Unit 731' of the Japanese Imperial
Army. But the U.S. government has strongly denied this so far. So
such fact has not been reported to the west and even it has not been
probed. This time the fact-finding group visited the DPRK where it
heard testimonies of victims and witnesses and found out a documentary
film exposing the U.S. germ warfare.

The probe into the germ warfare of the U.S. Forces has just begun.
The fact-finding group is chiefly aimed to contribute to establishing
genuine peace in the process of calling those responsible to account
and reinstating those who met grievous deaths.

Boxing Championships, came first in the 57kg category by defeating the

Son came second in the 45kg and 51kg categories and Ha Son Bi third in

Lao diplomats help DPRK farmers Pyongyang, October 29 (KCNA) --
Ambassador to the DPRK Chanpheng Sihaphom and diplomats of the Lao
embassy yesterday helped the farmers of the Korea-Laos Friendship
Taewon Co-Op Farm in Sadong district, Pyongyang, in harvesting. Lao
diplomats carried rice sheaves with the farmers. during a break
they talked with the farmers, deepening the friendship. The
ambassador said that the friendly ties between Laos and the
DPRK established by President Kaysone Phomvihane and President Kim Il
Sung, the leaders of the two countries, were now growing stronger by
Khamtay Siphandone and leader Kim Jong Il. He expressed belief that
the Korean people would firmly defend the gains of revolution and
achieve greater successes in socialist construction under the army-
based leadership of Kim Jong Il. The diplomats handed aid materials
to the farm.

All Koreans called upon to uphold army-centred policy Pyongyang,
October 29 (KCNA) -- All Koreans should vigorously turn out to uphold
the DPRK's patriotic army-based policy as it is aimed to defend the
dignity, security and interests of not only the people in the north
but all other Koreans including South Koreans, declared a spokesman for
the Committee for the Peaceful Reunification of the Fatherland in a
statement issued on Oct. 28 assailing the U.S. for having gone to the
extremes in its hostile attempt to stifle the DPRK and block the cause
of national reunification. Noting that both the north and south of
Korea have benefited from this army-based policy, it went on: But
for this policy of the DPRK aimed to beat back the U.S. aggression and
interference by force of arms, wars would have already broken out
dozens of times in Korea.

What horrible disasters South Korea would have suffered if that
happened on the Korean Peninsula. In that case the survival of the
South Koreans and the existence of any political parties and
organisations and the operation of enterprises would have been
unthinkable. As the DPRK has increased its capability for self-
defence in every way, pursuant to the army-based policy, peace has been
preserved on the Korean Peninsula and the compatriots in the south have
been safe under the self-defensive umbrella provided by the north.
The DPRK's army-centred policy is not targeted against South Korea
under any circumstances, but against the outside forces threatening
the sovereignty of the Korean nation. This policy will neither
threaten South Korea nor do any harm to it in the future, too.

It is a vital task of all Koreans in the north and the south and
abroad to uphold the great army-centred policy under the present grave
political situation where the sovereignty of the country and the cause
of national reunification are seriously jeopardized by the vicious
challenge of the U.S. Unshakeable are the faith and will of the
army and people in the DPRK to remain true to the great army-based
policy to the last. It is the only way of protecting the dignity
and sovereignty of the Korean nation to give priority to the army in
the world today where the law of jungle governs.

Russian Minister of Railway Transport arrives here Pyongyang,
October 29 (KCNA) -- Gennadi Fadeyev, Minister of Railway Transport of
Russia, and his party arrived here today. They were met at the airport
by vice-minister of railways Kim Ryong Gang, officials concerned
and Russian Ambassador to the DPRK Andrei Karlov.

Anecdote about President Kim Il Sung Pyongyang, October 29 (KCNA)
-- It was in autumn of a year in the 1970s that a delegation came to
Korea from an African country where a national liberation struggle was
going on. Arriving in Pyongyang, the guests earnestly asked officials
concerned to arrange their meeting with President Kim Il Sung during
their stay in Korea. The officials, however, were afraid that they
could not be granted an audience with him because he was in a local
area for field guidance. Learnt about the fact, the president told
an official by telephone to bring them to him. He said that out of
sense of obligation, he should meet the guests, who came a long
way. The night already advanced. When the official found no
word to say, the president told the official that there was nothing to
worry about him and he would wait for them. So, the wish of the guests
came true.

DPRK women soccer team Pyongyang, October 29 (KCNA) -- The decisive
factor of victory is the unity of the team in thought and purpose.
Let's complete the team's tactics with one mind and the same purpose.
It was an important goal of the DPRK women soccer team during its
training for the 14th Asian Games. In the games the Korean girls
fully displayed their skill, well-organized tactics, indomitable spirit
and fortitude, thus winning the honor of the Asian champion.

Jjon Pyong Ju, coach of the team, said that the unity of the team
in thought and purpose was one of the decisive factors of the
victory. Jin Pyol Hui, who scored four goals in the games, said
that the Korean players were full of faith in victory. When we mounted
the podium, I was happy to look back on the days of our hard training,
pleased that the Korean women soccer team had become one of the world's
strong teams, she said. The history of women's soccer is not long
in the Democratic People's Republic of Korea. The DPRK women
soccer team was organized in Juche 75 (1986). In August 1988, it made a
debut in an international women soccer tournament in which it came
first. It was since the 3rd world women football championships
held in June 1999 that the team has made a rapid progress. It won
the 13th Asian Women Football Championships in December 2001 with a
total of 53 goals.
