Actually, Mongoloids is one of the 2 conditions caused by people having 47 chromasomes rather than 46, downs syndrome is the other condition.
Mongoloids is where people have flat faces similar to central asian mongoloid peoples (hence the name.) Other than that they have no other physical or mental disabilities.
Downs Syndrome is where people have a range of pyschological problems including no concept of time, they are not retarded and they are some of the most friendly people to converse with.
Neither condition is as a result of a mutation where such people could be removed from the gene pool, they are caused by a failed cell split resulting in a 24/22 split.
