I finally got my hands on Homage to Catalonia and in it Orwell states that the police will always be enemies of the people.
And I think freedom of speech (or the American practice of it) is overrated. It's used to defend the country against all arguments but, as the Manics sing, "freedom of speech won't feed my children."
