Former Prime Minister Tony Blair has said that sending in combat troops to fight Islamic State militants on the ground should not be ruled out.
Mr Blair said in a BBC interview: "Unless you're prepared to fight these people on the ground, you may contain them but you won't defeat them."
He said there was "no appetite for ground engagement in the West" and that local forces could take on the role.
The jihadists claim to have established a caliphate in Syria and northern Iraq.
Previously known as ISIS, the group has been condemned by the West for its brutal tactics, including on-camera beheadings.
While the US and France have launched air strikes against the militants, Mr Blair said bombing alone would "not suffice".
The UK government has not ruled out joining air strikes in Iraq or Syria, but has said that targeting IS positions in the latter would be complicated.
Speaking to BBC News, Mr Blair said that it was possible to "harry and hem them [IS militants] in by air power" but at some point "someone's boots on the ground" would be a necessary tactic.
"I'm not saying we in the West need to do this; it would be better if it were done by those people closer to the ground who have got the most immediate and direct interests in fighting them.
"But I don't think we can in all circumstances rule it out and after all we do have the force capability to do this."

Given his legacy I would be more surprised if he argued against this option.
He is now living in a quasi-mythical world where he is some kind of returning hero that will lead yet another interventionist force to save the day. He probably thinks he is on some mission from god to save every human being from the evils of extremism.
It seems to be common that politicians with excessively huge egos don't seem to know when they have been voted out of office. Sarkozy returning in France could prove to be the red carpet for a Le Pen presidency.
Then again, what these two have successfully managed to do is build a contact book of very wealthy and powerful individuals, and through this network build up their own ''brand Blair'' or ''Brand Sarkozy'', a brand so entertaining and so recognisable that its only natural the media fawn over every word. We've seen similar ongoings on the left of the political spectrum with people like George Galloway making a career out of hot air and empty rhetoric. Let's hope people will slowly realise being fooled by the showmanship of these people can potentially cost lives.
He is correct, though. It is difficult to see how IS can be stopped with just air strikes and it would be much better for IS to be put to the sword by the countries they directly threaten, rather than another sinister alliance of Western imperialists.
