I think the article was emphisizing the idea that pot has been revived in the 90's through culture, trends, music and a new mentality that smoking erb is ok.
But yes, we still have bridges to cross when it comes to legalizing marijuana.

People have always smoked erb, and will always smoke erb, however some people will never accepted weed, and will always try to prevent weed from being smoked.
it should not be feared, there are much worse drugs like: cocaine and heroin

I hope the future will bring more open minds, and less minds stuck on social reform, which in turn is making mankind disrespect humanity for cultural, and physical choices.
