This member PM'd me for some reason with a short sentence, it was in the same language as shown here. My computer displays Chinese text yet it still shows up the same.

You need to change internet explorers encoding to chinese simplified(HZ)(if you don't have it it's available on windows update). That's what i have to do to see it as proper chinese text.
