مستقبل الانتفاضات العربيّة

ثمة شبحٌ يخيّم على العالم العربي ـــــ شبح الثورة الديموقراطية. ملوك وسلاطين، أمراء ورؤساء، نيوليبراليون وصهاينة، لقد دخلت كل سلطات العالم العربي البائدة في تحالف مقدّس بعضها مع بعض، ومعها الولايات المتحدة لطرد هذا الشبح.
وبينما كان ماركس وإنجلز قد استخدما كلمات مشابهة في عام ???? في البيان الشيوعي لوصف الأنظمة الأوروبية والثورات الشيوعية الوشيكة التي هُزمت في أوروبا القرن التاسع عشر والعشرين، ثمة أمل عربي كبير في أن تنطبق هذه الكلمات بنجاح أكبر على الانتفاضات العربية الديموقراطية الجارية. ففي الحالة الأوروبية، اضطر ماركس إلى أن يكتب كتاب البرومير الثامن عشر للوي نابليون عام ???? محللاً فيه هزيمة ثورة ???? في فرنسا. وشرح ماركس كيف أن بإمكان الثورة أن تُسقط الطبقة الحاكمة دون أن يؤدي ذلك بالضرورة لتولي المضطهَدين مقاليد الحكم. وقدم ماركس تحليلاً لكيفية اختطاف لوي نابليون للثورة وتنصيب نفسه امبراطوراً، معيداً بذلك المَلَكية لفرنسا الثورية والجمهورية، كما فعل عمه نابليون بونابارت من قبله بالثورة الفرنسية المجيدة التي قامت عام ????.
منذ انتهاء الحرب العالمية الأولى، قامت حكومات أوروبا والولايات المتحدة بتنصيب الملوك العرب وعزلهم كيفما تشاء. وقد حرصت هذه الحكومات على المحافظة على بقاء الممالك الدكتاتورية وعدم إطاحتها، تعزيزاً للنفوذ الأوروبي والأميركي في المنطقة. وربما كان الاستثناء الوحيد لهذه القاعدة هو عزل الفرنسيين للملك فيصل عن العرش السوري عام ????، وأداً للاستقلال السوري الفتي حينذاك، وتنصيبه على عجل من بريطانيا على عرش العراق الذي اعتلاه مع بدء الاحتلال البريطاني لهذا البلد. وقد تضمن هذا النفوذ الأوروبي والأميركي تنصيب عبد الله على عرش الأردن عام ????، ثم عزل ابنه طلال عنه، وتنصيب ابن الأخير حسين بدلاً منه في عامي ????-????. أما الفرنسيون، فقد عزلوا من ناحيتهم ملك المغرب محمد الخامس عام ???? وما لبثوا أن أعادوه إلى الحكم عام ???? لأن المعارضة المغربية لعزله أضعفت الحكم الفرنسي. كذلك عزل البريطانيون السلطان سعيد بن تيمور في عام ???? وأتوا بابنه السلطان قابوس الذي كانت له قدرة أفضل على قمع الثورة الجمهورية بظفار والقضاء عليها بمساعدة شاه إيران وملك الأردن، دون إغفال الدعم العسكري البريطاني والأميركي. وحتى انقلاب القصر الذي قام به الشيخ حمد بن خليفة آل ثاني عام ???? على أبيه الشيخ خليفة بن حمد آل ثاني وعزله وتنصيب نفسه أميراً للبلاد بدلاً منه، كل ذلك حصل بدعم أميركا ومباركتها أيضاً، حيث كان الانقلاب لتعزيز النظام الملكي لا لإضعافه.
منذ الحرب العالمية الثانية، ولا سيما منذ عقد الخمسينيات، اتبعت الولايات المتحدة استراتيجيتين متزامنتين لفرض سيطرتها على الشعوب العربية في جميع أرجاء العالم العربي. كانت الاستراتيجية الأولى والأهم بالنسبة إلى العرب مبنية على الاعتراف والإدراك الأميركيين (كما كانت الحال مع بريطانيا وفرنسا وإيطاليا من قبلها) بأن العرب، مثلهم مثل شعوب العالم الأخرى، ينشدون الحرية والديموقراطية، وسوف يناضلون من أجلهما بمختلف السبل الممكنة. ولكبت هذه الرغبات والجهود الديموقراطية، اضطرت الولايات المتحدة إلى إنشاء أجهزة أمن وقمع في البلدان العربية وتدريبها وتمويلهل وتوجيهها من أجل دعم الأنظمة السلطوية التي كان سبب وجودها، وما زال، هو الدفاع عن المصالح التجارية والأمنية للولايات المتحدة في المنطقة. وتشمل هذه المصالح أساساً ضمان السيطرة الأميركية على مصادر البترول واستمرارها، وتأمين الأرباح للتجارة الأميركية، بالإضافة إلى تعزيز قوة المستعمرة الاستيطانية إسرائيل.
لقد نتجت معظم هذه السياسات من بزوغ الحرب الباردة والاستراتيجية الأميركية لقمع جميع أشكال القوى المساندة للشيوعية حول العالم، حقيقية كانت أو متخيلة، والتي تضمنت أي مطالب ديموقراطية للتغيير في المنطقة. وما زالت هذه الاستراتيجية، التي منحتها عقيدة آيزنهاور الختم الرسمي، مستمرة حتى الآن. لقد صدرت عقيدة آيزنهاور في ? يناير/كانون الثاني ???? في خطاب للرئيس الأميركي، وأعلنت العقيدة أن الاتحاد السوفياتي، لا إسرائيل ولا الدكتاتوريات العربية المدعومة غربياً، هو عدو الشعوب العربية. وفي محاولة لمحاربة شعبية عبد الناصر في المنطقة، أصدر آيزنهاور الأوامر للجيش الأميركي بأن يضمن ويحمي الحدود الجغرافية والاستقلال السياسي لتلك الدول التي تطلب مساعدة منا لدحر أي اعتداء صريح مسلّح تتعرض له من أي دولة واقعة تحت سيطرة الشيوعية العالمية.
وعلى النقيض من سياساتها القائمة المناهضة للديموقراطية حول العالم، أصرّت الولايات المتحدة دائماً على تسويق نفسها قوّةً مساندة للديموقراطية العالمية. وتبعاً لهذه الحملة من العلاقات العامة، تمثلت الاستراتيجية الثانية التي استخدمتها الولايات المتحدة لدعم سياساتها المناهضة للديموقراطية في العالم العربي باستيراد الاستشراق الأوروبي الذي حظي بموقع مركزيّ في الدراسات الأكاديمية الأميركية بعد الحرب العالمية الثانية. وقد انصبّ تمويل وزارة الخارجية الأميركية والمؤسسات الأميركية الخاصة على دعم الدراسات الاستشراقية التي تدّعي تعارض العرب والمسلمين مع الديموقراطية، وتفضيلهم الحكم الدكتاتوري عليها، وأن أي محاولة من جانب الولايات المتحدة لفرض الديموقراطية عليهم هي ضرب من الامبريالية الثقافية التي تنأى الولايات المتحدة بالطبع عن ممارستها، وهو ما أدى إلى استنتاج أن على الولايات المتحدة أن تدعم زعماء العرب الدكتاتوريين والذين تقوم سياساتهم القمعية أصلاً على أسس ثقافية متأصلة في الثقافة العربية والإسلام بحسب الزعم الاستشراقي.
وما بين المليارات التي تنفقها الولايات المتحدة على قمع الشعوب العربية، والملايين التي تنفقها على التبريرات والشروحات الأكاديمية والإعلامية التي تفسر ضرورة قمعهم، أخذت هذه الاستراتيجية الثنائية المستخدمة في المنطقة منذ الحرب العالمية الثانية بالتفكك على نحو متسارع منذ يناير/كانون الثاني من هذا العام، مما أشاع الفزع في البيت الأبيض وداخل إدارة أوباما، والذي تمظهر في اللعثمات المتكررة لوزيرة الخارجية هيلاري كلنتون، التي يكنّ لها معظم الشعب العربي الاحتقار. فلئن أعلن الرئيس الأميركي السابق جيمي كارتر عشية الثورة الإيرانية في ديسمبر/ كانون الأول ???? أن إيران الشاه جزيرة من الاستقرار في أكثر مناطق العالم اضطراباً، فقد أعلنت هيلاري كلنتون قبل أيام معدودة من سقوط حسني مبارك أن نظامه مستقرّ.
لقد استهلّت الولايات المتحدة حملتها المناوئة للديموقراطية في المنطقة بدعم الانقلاب على الديموقراطية في سوريا عام ???? ورعايته، وأتبعتهما بإعادة الشاه إلى السلطة في إيران المجاورة عام ???? عندما رعت السي آي إيه الانقلاب على رئيس الوزراء محمد مصدِّق وما رافقه من قمع للحركة الديموقراطية هناك. وبما أن الولايات المتحدة كانت تتبع استراتيجيات مماثلة في امبراطوريتها دائمة التوسع، لا سيما في غواتيمالا حيث رعت انقلاب عام ???? على الحكومة الإصلاحية للرئيس خاكوبو آربنز، مما أطلق العنان لموجة من الرعب ذبح فيها مئات الآلاف من الغواتيماليين على مدى أربعة عقود، فقد رسخت استراتيجيتها هذه في العالم العربي عبر عقيدة آيزنهاور. ثم وضعت الولايات المتحدة نفسها في حالة تأهب لقمع كل ما يتعلق بالديموقراطية في المنطقة، بدءاً بتدخلها العسكري في لبنان إلى جانب القوى اليمينية عام 1957، إلى هندستها لانقلاب القصر الذي قام به الملك حسين على البرلمان الأردني المنتخب ديموقراطياً في العام ذاته، وصولاً إلى دعمها حزب البعث في انقلابه الدموي على عبد الكريم قاسم في العراق عام 1963، والذي ذُبح خلاله الآلاف. وإثر هزيمة عبد الناصر عام 1967، دعمت الولايات المتحدة أكثر الأنظمة السودانية قمعاً تحت رئاسة جعفر النميري، فضلاً عن قمع الثورات القائمة عبر الجزيرة العربية بأكملها في أوائل السبعينيات، بمساعدة شاه إيران وملك الأردن، مما أدى إلى استقرار المنطقة لجني أرباح البترول أميركياً وتعبيد الطريق لسيطرة إسرائيل على المنطقة.
بالتزامن مع هذه الأحداث، كان عزل الملوك العرب وتأسيس جمهوريات بديلة يحصل عبر آلية الانقلابات العسكرية التي كانت، على النقيض من التدخلات الأميركية، تتمتع بشعبية كبيرة. وقد استُهلّت هذه العملية بعزل الضباط الأحرار للملك فاروق في مصر عام ????، تبعه عزل ملك العراق والعائلة الهاشمية المالكة عام ????، وعزل إمام اليمن عام ????، وانتهى بعزل ملك ليبيا على يد القذافي عام ????. أما ما بقي من الملكيات العربية، فبنتيجة إمدادات أميركية وبريطانية وفرنسية هائلة على المستويات المالية والاقتصادية والعسكرية والأمنية، على الرغم من عدد من التهديدات التي تعرضت لها هذه العروش على مدى عقود. وعليه، لم يبقَ خارج الجزيرة العربية سوى نظامين ملكيين بينما خسرت الجزيرة العربية إمام اليمن؛ وبذلك أضحت كل الأنظمة العربية الأخرى جمهورية.
أما الانتفاضات الجارية اليوم في العالم العربي، وكما هو واضح لكل المراقبين، فلا تميز بين ملكيات وجمهوريات. فالتظاهرات قائمة بالفعل لا في الجمهوريات فحسب، بل أيضاً في المغرب والأردن وعُمان والسعودية (وإلى حد أكثر تواضعاً في الكويت ودولة الإمارات)، رغم القمع الوحشي للانتفاضة البحرينية العظيمة على أيدي قوى مرتزقة بعث بها مجلس التعاون الخليجي بقيادة السعودية.
لا يتميز الوضع اليوم في العالم العربي بالانتفاضات العربية ضد الأنظمة الدكتاتورية المدعومة أميركياً فحسب، بل أيضاً، وبالقدر ذاته، بالثورة المضادة التي يرعاها النظام السعودي والولايات المتحدة. وبينما فاجأت انتفاضتا مصر وتونس المحور الأميركي ـــــ السعودي، فقد نفّذ هذا المحور الاستعدادات اللازمة والعاجلة لتدارك الأمر ومجابهة الانتفاضات الأخرى في المنطقة، لا سيما في البحرين وعُمان، وفي الأردن واليمن، والسيطرة على الانتفاضة في ليبيا أولاً وفي سوريا أخيراً؛ وما زالت محاولات السيطرة على انتفاضة اليمن قائمة ومتواصلة على قدم وساق، لكن نتائجها لم تحسم بعد.
أما تعزيز الطائفية الدينية، بل المذهبية، فهو جزء من الاستراتيجية السعودية ـــــ الأميركية التي تأمل إضعاف الانتفاضات من خلال تقوية العداء للشيعة. ولا تستهدف هذه الطائفية إيران فحسب، بل أيضاً العرب الشيعة في البحرين والعراق ولبنان والسعودية، وحتى في عُمان وسوريا، مشجعة كذلك الشوفينية الكارهة للمسيحيين في مصر. فقد دأب نظام السادات ـــــ مبارك على تشجيع الكراهية للمسيحيين لعقود. وما ترنو إليه جهود الثورة المضادة اليوم هو تأجيج هذه الحملة الطائفية لكسر الوحدة المصرية ونشر الفوضى.
فلئن أصرت عقيدة آيزنهاور عام ???? على أنّ عدو الشعوب العربية الرئيس هو الاتحاد السوفياتي، تصرّ الولايات المتحدة اليوم على أن إيران والشيعة هما عدواهم الرئيسان. فبعيد القمع السعودي ـــــ الأميركي لشعب البحرين، يأمل المحور السعودي ـــــ الأميركي أن تؤدي الكراهية الطائفية التي ترعاها الولايات المتحدة، وتشجيعها للشوفينية السنية العربية، بضربة واحدة لا إلى جعل إيران (وليس طغاة العرب، أو حليفهم الإسرائيلي، أو راعيهم الأميركي) عدو العرب فحسب، بل عدوهم الأوحد أيضاً، وفي الوقت نفسه لنزع الشرعية عن الانتفاضات في البلدان التي يسكنها عدد كبير من العرب الشيعة. لقد رعت الولايات المتحدة مشروعاً مماثلاً منذ بضع سنوات كان نجاحه محدوداً. وكان أفضل من عبّر عنه حينها ملك الأردن عبد الله الثاني عندما حذّر عام ???? من هلال شيعي يهدد المنطقة. يأمل الأميركيون والسعوديون أن يُكتب للمشروع نجاح أكبر هذه المرة.
لقد استمر الفرنسيون والبريطانيون في أداء أدوار نيو ـــــ كولونيالية مهمة في المنطقة، اقتصادياً وعسكرياً، لا سيما في مجال التعاون الأمني. وقد عززوا موقعهم هذا من خلال زيادة مساعداتهم الأمنية والدبلوماسية لحلفائهم من الطغاة العرب. إن القمع المدعوم أميركياً في البحرين والسعودية وعُمان واليمن والأردن والمغرب والجزائر والإمارات متوافق مع التدخل العسكري الأميركي ـــــ الأوروبي ـــــ القطري في ليبيا لتأمين آبار البترول للشركات الغربية عند اعتلاء حكومة جديدة سدة الحكم. إن اختطاف الانتفاضة الليبية وانضمام النخبة السياسية الحاكمة والمتعاونة مع القذافي إلى صفوف الثوار بين ليلة وضحاها لا يثير الشكوك حول من يدّعون قيادة الانتفاضة ضد الحكم الهمجي للطاغية القذافي فحسب، بل حول الدول الغربية التي كانت أكبر حليف له في العقد الأخير قبل انضمامها الأخير إلى الثوار.
إن الوضع القائم اليوم هو بمثابة صراع ما بين المحور الأميركي ـــــ السعودي واسع النفوذ، وهو أكبر قوة مناهضة للديموقراطية في المنطقة، والانتفاضات الشعبية المطالبة بالديموقراطية. تنقسم استراتيجية المحور الأميركي ـــــ السعودي إلى شقين: قمع شامل لكل الانتفاضات العربية الممكنة هزيمتها، واحتواء الانتفاضات التي لا يمكن هزيمتها. ويعتمد مدى نجاح الشق الثاني على قابلية القوى الديموقراطية للاحتواء.
صحيح أن الثوار يصنعون التاريخ، لكنهم، كما قال ماركس، لا يصنعونه كما يشاؤون؛ ولا يصنعونه تحت ظروف اختاروها، بل تحت ظروف صادفتهم مباشرة، وأُعطوها ونُقلت لهم من الماضي. يأمل العرب اليوم أن يحموا الثورتين التونسية والمصرية من خطر الاحتواء. لكن المحور الأميركي ـــــ السعودي لن يتوانى عن استخدام أية آلية متوفرة لديه لاحتوائهما، لا سيما عن طريق الانتخابات المقبلة في البلدين. إن الأمل العربي العظيم اليوم هو أن يكتب التونسيون والمصريون بياناً ديموقراطياً وثورياً للشعوب العربية. لكن الخوف والقلق يساوراننا من أن ينتهي بنا الأمر إلى بيان أقرب إلى ?البرومير الثامن عشر منه إلى البيان الشيوعي.
