Someone I know works with young women who are at risk of abuse. Its a council based initiative that covers a wide range of issues, such as rape victims and prostitution. This is based in a major UK city which I wont mention.
A young girl who, as far as I'm told, was put into a safe accommodation to keep her away from the high risk of prostitution rings that she was faced with, has been taken out of the accommodation and sent back home, even though the risk remains. This is chilling enough I think, but what's equally chilling is that the staff (from management down) are contractually obliged to keep quiet about this. It is not allowed to be discussed.
I thought I'd post about it here - my theory is that places like this are tossing out victims due to public sector cuts. Maybe others here will have some stories and or knowledge to share. What's terrible, other than the fate of the poor girl and probably more like her is the fact that workers have to bite the bullet and stay silent or risk losing their jobs.
