    By starting to verge a de-facto naval war with Germany in 1940-1941 and rearming America since 1937, as well as the two-front war against Germany and Japan, the USA was turned from a regional great power into a global superpower during his era. Before Roosevelt, the UK and France where the "world policemen".

    To be fair, that was coz no-one challenged Britain and France after WWI. Trotsky was convinced the next war would be between Britain and the US, because he saw America's rising military and economic power as a threat to the British Empire. America's rise to superpower status started before FDR; but I would agree that FDR was one of those who most energetically took it forward.
