Just to add to general disarray. It can be done with a wrench of sorts. Personally, I don't understand how making the battle ground slippery, wasting mass amounts of water, and risking being hit with 40-100 lbs. per square inch pressure sounds remotely productive to the riot scene.
Now, by opening a hydrant, it is harder to use it (i.e. connecting a hose and spraying activists/combatants as riot-control sometimes does). However, all in all, effective, this is not.
