    KATHMANDU: Hardliner UCPN-Maoist leader Mohan Baidhya ‘Kiran’ on Saturday said that the political parties are hell-bent to sideline the

    UCPN-Maoist and warned that it will be compelled to take to a decisive movement.

    “We will be forced to go for a decisive movement if the peaceful movements for national independence fails,” he said, urging everyone to support the political transformation and safeguarding the achievements of previous movements.

    Baidhya, who is also one of the three vice chairmen of the party, said, “Responsibility to save the country has now come to our shoulders as conspiracy has been hatched to derail the ongoing peace process.”

    He was speaking at the function organised to launch the travelogue ‘Belaeeti Dainiki’ penned by progressive litterateur Harihar Khanal at Jana Sanchar Abhiyan here today.

    In one context, he charged that the government and the parliamentary parties are hatching a plot to send the UN Mission in Nepal (UNMIN) back to thwart the peace process and constitution-drafting.

    Saying the completion of ongoing peace process has been uncertain, he added, “Our party will come up with a certain strategy to provide new constitution to the country by safeguarding all the achievements.”

    For that, he said, discussions have started at the ongoing central committee meeting of the Maoists.

    KATHMANDU: An influential second ranking leader of UCPN-Maoist, Netra Bikram Chand ‘Biplav’ on Saturday said the ongoing Central Committee (CC) meeting of his party would come up with a commitment to sacrifice the lives of all its CC members if they were to betray people.

    “Central Committee will make a commitment to sacrifice their lives but would not betray the Nepali people,” he said while addressing a programme organised by All Nepal National Independent Students Union – Revolutionary to felicitate the SLC graduates coming in the Capital for further studies. The programme was organised at Kirtipur.

    Chand claimed that the Maoists have 147-member strong CC, thousands of whole timers, and some ten million supporters.

    Unlike the Nepali Congress and the CPN-UML, he said, the Maoists would not make mistakes. “They (NC and UML) want to drag Maoists towards the temporary game-plan of parliamentary system to deceive the people.”

    Also the party’s Standing Committee member, he further said the autocratic forces, and New Delhi and Washington were afraid after the emergence of Maoists as the single largest party in the Constituent Assembly election. “They are now hatching conspiracy against Maoists and have begun vigorous campaign to defame Maoist leaders,” he claimed.

    He also said the media reports about the party’s activities were funny and were baseless rumours.

    Chand further stressed that his party should win the fight against the preparation to impose the presidential rule in the country besides the fight for new constitution and the one to ensure the rights of the people.

    We do not support monarchy: Maoists

    KATHMANDU, Aug 29: Maoists have taken a strong exception to media reports that they are for retaining monarchy in its “cultural form” to woo support of the royalists.

    “We refute rumors that we are for supporting monarchy in one form or another to forge an alliance with certain political sections,” said Maoist vice-chairman Narayankaji Shrestha.

    Stating that the ongoing Central Committee (CC) meeting took up the issue seriously, Shrestha said, “We can forge an alliance with any force that is for republicanism, federalism, secularism and social justice. We cannot join hands with any force that is against republicanism.”

    There were news reports that the leaders of the royalist Rastriya Prajatantra Party-Nepal (RPP-N) had publicly stated that the Maoists have become ready for a cultural monarchy in exchange for their support to the Maoist party.

    The current Maoist policy is to deepen polarization among the Maoists, “patriots” and republican forces against the “status quoist and regressive elements”.

    Meanwhile, expressing solidarity with various media organizations in Nepal, the UCPN -Maoist has demanded an apology from the Indian embassy in Kathmandu for issuing statement against media reports that questioned the quality of some products manufactured by Indian Joint ventures.

    “We condemn the statement by the embassy and want it to apologize for interfering with the Nepali media,” said Maoist Vice-chairman Narayankaji Shrestha.

    He also demanded that the government take initiatives to stop such interferences in Nepali media by the Indian embassy. On Saturday, various media organizations had demanded that the Indian embassy apologize for issuing statement against the Nepali media.

    Koirala to UML: Vote for either NC or Maoists but don't stay neutral

    KATHMANDU, Aug 29: Nepali Congress (NC) Acting President Sushil Koirala on Sunday urged the CPN-UML to vote either for UCPN (Maoist) or NC candidate to end the political deadlock.

    Koirala urged the CPN-UML not to abstain from voting in the sixth round of prime ministerial election slated for September 5. “The country should no longer be held a hostage of indecision. The UML should vote for the Maoists if not us,” he said. “Nepali Congress is ready to stay in opposition.”

    At a meeting held with the representatives of Journalists Society for Parliamentary Affairs (JSPA), Koirala, however, suggested the UML to think seriously before taking a decision as NC had supported the UML-led government till the last moment.

    Koirala ruled out the possibility of amending the Interim Constitution for consensus. “The UML has been talking of amendment in the constitution,” said Koirala, adding: “Constitution amendment is not possible for every thing.”

    The JSPA delegation had met Koirala to draw his attention over the possibility of another failure in writing the new constitution by the extended deadline of May 28, 2011. JSPA also plans to hold a meeting with Maoist Chairman Pushpa Kamal Dahal and UML Chairman Jhala Nath Khanal.

    Koirala claimed that NC was not responsible for the current political deadlock. He argued that the inflexibility of the Maoists was chiefly to be blamed for the current political uncertainty. “It would be a blunder to let the Maoists lead the new government unless they completely give up their arms,” he argued.

    Shital Kumar warns for rebellion

    KATHMANDU: Politburo member of the UCPN-Maoist Haribol Gajurel ‘Shital Kumar’ warned on Saturday that his party would resort to another rebellion if the constitutional way to his party was denied.

    Speaking at a programme organised in the capital, leader Shital Kumar said machination was being hatched to derail his party from the constitutional track.

    He further said the ongoing central committee meeting of the party was also discussing the same and the meeting would come up with a concrete decision on it.

    The disagreement within the party was to create something new, he said, adding, "This dispute obviously would lead the party to a new height with new vision and fresh policy."

    He released an album 'Tayajongko Awaj' (Voice of Tayajong).

    On the occasion, former minister for culture and state restructuring Gopal Kiranti informed that works have been undertaken for the construction of the world's highest tower, the Kirant Republic Tower, in Tyamke hill at the border of Khotang and Bhojpur districts.

    He further said Rs 6 million has been spent so far on the construction. The work was begun last year.

    Similarly, he said it was planned to construct the tower as the symbol of 10-year long insurgency, 10 types of Kirant communities and 19-day people's movement.

    Also the Politburo member of the UCPN-Maoist Kiranti claimed that the Indian embassy tarnished the image of his party by airing fake audio tape with one of the Maoist leader asking for Rs 500 million with China for the purpose of buying votes from the CA members. It was all to obviate Maoist from leading the next government, he added.

    At the programme, Rs 601,101 collected with the release of Dashgaja movie was handed over to Kirant Republic Nepal Development Cooperation Committee.

    Chief of foreign relations department of the Unified CPN (Maoist) Krishna Bahadur Mahara Saturday said recent audio tape (which is yet to be verified independently) of a telephone conversation with a Chinese man in which he asks for Rs 500 million to ‘buy’ lawmakers to vote for Maoist chairman Pushpa Kamal Dahal was a conspiracy tool against the party’s political image.

    In an exclusive interview with Rajendra Pokharel of Nepalnews, Mahara said the audio scandal is nothing new for the party. He vehemently denied any conversation with the Chinese man in question.

    “There had been many such allegations and propaganda against our party in the past,” Mahara said, “When somebody cannot react politically against a civilian party, he resorts to conspiracy.”

    The Supreme Court (SC) has made public the full text of judgment on a murder case against Maoist CA member Balkrishna Dhungel and decided to correspond with concerned agencies to implement the verdict of life imprisonment and confiscation of property on Sunday, eight months after the verdict was issued on January 3.

    Dhungel has been convicted for murdering Ujjwal Kumar Shrestha in Okhaldhunga on June 24, 1998. Okhaldhunga District Court had first convicted him on June 25, 2006. The district court verdict was overturned by Appellate Court, Rajbiraj when Dhungel appealed on the verdict.

    Unsatisfied with the Appellate Court verdict, the prosecutor had filed another appeal at the Supreme Court, which convicted Dhungel on January 3 after several rounds of hearings.

    However, the documents related to the verdict have not been sent to the Okhaldhunga District Court and Dhungel has not been arrested.

    Dhungel and other Maoist leaders have said, the verdict is against the Comprehensive Peace (CPA) Accord and the Interim Constitution. All cases related to the 'People's War' have been annulled by the CPA, said Dhungel. nepalnews.com

    Maoists dismantle gate erected by NC

    REPUBLICA


    RUKUM, Sept 5: Cadres of the UCPN (Maoist) have destroyed a gate erected by Nepali Congress (NC) for the publicity of the party´s upcoming 12th general convention in Khara area in Rukum district.

    According to NC Rukum District President Man Bahadur Nepali, a group of Maoist cadres led by Birbhan Oli dismantled the gate. “This is an anti-political act on the part of the Maoists,” he said.

    NC Rukum District Committee has expedited campaign for the 12th general convention from Sunday.

    MPRF likely to vote for Dahal on Tuesday

    KATHMANDU, Sept 7: The seventh round of prime ministerial election slated for Tuesday is also not likely to be inconclusive with major political parties sticking to their respective stances.

    However, the Madhesi People´s Rights Forum (MPRF) may vote for Maoist prime ministerial candidate Pushpa Kamal Dahal in the seventh round, though the party is yet to take a formal decision in this regard.



    The MPRF, which has so far remained neutral in the prime ministerial election, had boycotted the sixth round of vote on Sunday saying it would participate in the seventh round if its votes become decisive. "But we are yet to take any decision. We will take a decision on Tuesday morning," Said MPRF Chairman Upendra Yadav.

    Earlier, talking to journalists at Singha Durbar, party co-chair JP Gupta said his party would cast votes in favor of Dahal. He said that the party quit the United Democratic Madhesi Front (UDMF) not to stay neutral any longer.

    Even if MPRF votes for Dahal, the latter is not likely to garner a majority. In the last round of election, Dahal had garnered 240 votes while 10 Maoist lawmakers were absent. So if the MPRF votes for him, the total number of votes for Dahal will be 275, short of 25 votes for a majority in the 599-member house.

    "We are not in a position to say anything now whether we will win the election or not," said Maoist Vice-Chairman Narayankaji Shrestha. The party is holding talks with small parties and parties from Madhes to woo their support.

    Technical rollover of UNMIN role likely

    KATHMANDU, Sept 9: The UN Security Council is likely to opt for a technical roll over of the United Nations Mission in Nepal (UNMIN) in light of the proposed ambiguous mandate for the UN´s political mission after September 15.

    A highly-placed source in New York told myrepublica.com that a majority of the Security Council members were not happy with the kind of request the government made to the UN Security Council on Tuesday.



    The request is silent over the monitoring of the army by UNMIN but it has asked the Security Council to extend the term of UNMIN with a mandate to "focus itself on the monitoring of management of the Maoist combatants and their arms until the Special Committee takes the responsibility of this task".

    "All the members, except China, expressed their dissatisfaction over the request during closed-door consultations at the Security Council on Tuesday," said the source on condition of anonymity.

    UN Secretary-General Ban Ki-moon, in his recent report, recommended to the Security Council to roll over the mandate of UNMIN to "permit necessary discussion to take place with a duly formed government".

    If the Security Council decides to go for the technical roll over, UNMIN will continue to stay in Nepal for 45-60 days with the current mandate after September 15.

    Meanwhile, the United Kingdom has expressed displeasure over Nepal´s latest request to the Security Council for UNMIN´s term renewal, a report from New York said.

    The Council had received the request while its meeting on Nepal´s peace process was underway at UN Headquarters on Tuesday night (Nepal time). Had the normal practice been followed, the request should have been sent a week before Tuesday´s meeting of the Council.

    “As Philip Parham, the deputy permanent representative of the UK, the Council´s lead country on Nepal, began to speak, suddenly Nepal´s letter to the Council about the future of UNMIN was distributed to the members," Inner City Press reported from New York quoting an anonymous UN source.

    The Inner City Press further reported, "Parham immediately expressed displeasure at the letter´s late arrival, the latest yet in the series of short term roll overs the Council has given to UNMIN. Major player China said it was no longer prepared to set forth its position at the meeting, but would have to study the letter."

    Maoists writing separately to UN on Thursday

    KATHMANDU, Sept 9: Unified Communist Party of Nepal-Maoist (UCPN-M) has taken strong exception to the government letter to UN Secretary-General Ban Ki-moon, and has prepared a separate letter to UN headquarters, objecting to the government request to lift the monitoring of Nepal Army (NA) personnel and their weapons by UNMIN.

    "We strongly disagree with the government letter over the new mandate the government has proposed.

    So we are sending a separate latter to the UN on Thursday, objecting to curtailment of the UN mandate," said Maoist Vice-chairman Narayankaji Shrestha.

    In its letter sent to the UN Secretary-General, the caretaker government has conspicuously removed the provision on monitoring of a limited number of NA personnel and their weapons by UNMIN as mentioned in the current mandate.

    "We just want an extension of the current mandate without any curtailment," Shrestha said.

    The number of NA personnel and their weapons being monitored by UNMIN is equal to the number of Maoist combatants cantoned in the seven cantonments and 21 satellite camps.

    "…we would like to see that the mandate of UNMIN focuses itself on the monitoring of management of the Maoist combatants and their arms until the Special Committee takes responsibility of this task. We wish, therefore, to seek the extension of the term of UNMIN to do the above mentioned task for the next four months from 15 September, 2010," reads the government letter to the UN, a copy of which was obtained by Republica.

    The Maoists are also asking the UN to extend UNMIN´s term by six months as against the four months requested by the government. The Maoists have also appreciated the "successful role" being played by UNMIN in Nepal´s peace process.

    UNMIN was established in Nepal in January, 2007 at the requests of both the government and the then CPN (Maoist) party.
