I think among secularists, the First World is less queerphobic than the Third World. Because people in the First World are generally more educated.

But among religious people, it's the other way around. Religions still have a partially progressive role in much of the Third World, but in the First World religions are generally speaking more reactionary, because many right-wing fundamentalists and evangelicals don't care about the plight of the poor and the oppressed anymore. In the US especially, right-wing religions have largely lost their partly progressive social functions.
