A good quote, in relation to this is:

Correct, that is what Engels is saying, application of proletarian democracy essentially.

However, that quote is not in the critique of the gotha programme, but in the critique of the draft of the Social-Democratic program of 1891.

Engels does, in fact, use the term "dictatorship of the proletariat". Here's a quote from the critique of the gotha programme, section 4:

"Between capitalist and communist society there lies the period of the revolutionary transformation of the one into the other. Corresponding to this is also a political transition period in which the state can be nothing but the revolutionary dictatorship of the proletariat."

Certainly not. It is describing the form the workers' state is to take. That of a democratic republic!
