I don't think it is reductionist. The main claim is that since world war one capitalism has been a global system of exploitation and that the only way to break it now is through international struggle. Any isolated nation attempting to liberate itself will fail of necessity because no nation can survive on it's own any more, the global division of labour is too far gone.

Any struggle against national opression must therefore be a part of a global working class movement against capitalism.

It's kind of old but I still think this is a good slogan:

"The conversion of the present imperialist war into a civil war is the only correct proletarian slogan, one that follows from the experience of the Commune, and outlined in the Basle resolution... Civil war, for which revolutionary Social-Democracy today calls, is an armed struggle of the proletariat against the bourgeoisie."
