  1. so the membership still has the highest power since it can vote out the CC if it doesn't agree with decisions, or can decide to democraticaly vote against a decision by the CC. In this way the members control the CC . The CC is merely an organ by the membership. That is what happens in genuine marxist organizations, ie Trotskyist.

    Of course in Stalinism an many Stalinist parties today the opposite occurs.
  2. well the central committee, as elected representatives of the members decide on some issues that the branch(all members) objectively can't due to time issues or lack of "skills/knowledge" in some issues, such as technical issues like newpaper, orrientation, drafting of perspectives etc. Of course if the membership doesn't like what the CC is doing they can always immediately recal them and hold elections. The CC just facilitates the functioning of the organization and makes it more effective.
