If you're British, there's a detailed book by Bill Bland titled A Tangled Web: A History of Anglo-American Relations with Albania. It has no copyright anymore and can be purchased for £20 on Amazon. Someone should put that up on the internet.

Anyway, from the top of my head, the British claimed that the Corfu channel could be passed by British ships. The Albanians, who had little reason to trust the British, reasonably claimed it was Albanian territory. The British insisted and a mine caused one of their ships to sink. The Albanians noted that they had no capacity for laying mines.

Most analyses concede that the Albanians were right, and that the Yugoslavs had laid them (since it was they who controlled most aspects of Albania's foreign policy from 1944-1948.)
