Technically he was elected as leader of the provisional Central Committee of the Communist Party of Albania in November 1941.

Hoxha supported the USSR and the Party's ideology was obviously Marxism-Leninism. In fact the very name it adopted in 1948, Party of Labour of Albania, was done at Stalin's suggestion.

During the National Liberation War the Albanian partisans had few concrete links with the Soviet Union. Most of their affairs were handled by the Yugoslav partisans who had more direct links with the Soviets and with the Comintern. A Soviet Military Mission arrived to assist the partisans in August 1944. Diplomatic relations were officially established between the USSR and the Democratic Government of Albania in December 1945.
