I don't know very much about Maoism, as I never have been interested in it, but going off New Democracy I'd say it doesn't follow Leninist Vanguardism in the classical sense. The idea that all classes, and not just the Dictatorship of the Proletariat, should collate together is vastly different from Marxist-Leninist Vanguardism.
I guess you could consider it as Maoist Vanguardism, but it is by no means Leninist.

And the government is like all other EU governments, although there's still plenty of party cadres from the Soviet Union era in the government, they just don't pretend to be communists anymore. Corruption isn't unheard of either.
