I believe that for certain it was a proletarian dictatorship until 1927, and it rapidly decayed to the point where it became an ordinary bourgeois dictatorship by 1933.

The Bolsheviks destroyed the bourgeoisie in the course of the civil war, but they had to maintain a state capitalist system for a time where the state played the role of the capitalist. As the proletarian dictatorship decayed, the new bourgeoisie emerged from the upper ranks of the party.
