Indeed, in these places, the vast majority of the population participates politically and militarily in the revolution. Nothing else can explain why when security forces enter these places, the whole population other than class enemies hiding in fortified camps, disappears mysteriously. When we reach communism, the whole population will constitute the party and state, which will imply no party and no state.

Well one of the teachings of Maoism is that when all the class enemies outside the CP have been liquidated, then the remaining class enemies hide within the CP itself. So it is the duty of every proletarian to try to flush them out. This cannot be achieved if things are run centrally.

In particular, by the time communism starts, we will require every adult individual to be politically educated and participate and be the determining factors in governing and administration, and decisions to be taken by the whole population ( which will be classless by then ). The preparations for these start right from the base areas of the Maoist revolutions.
