The problem is the numbers of players needed for a republic game. Firstly, the consuls were changed annually, and no one were allowed to be consul again before a ten year period had passed by. The system of division of power in the Roman Republic was really made to ensure that no one would take absolute power (which explains how the republic could last for 450 years).
