There are threads here which've explored Juche and its applications quite well here and can sum up a lot of its issues better than I can. They can be found with a search pretty easily. Long story short the DPRK state itself doesn't even really take it all that seriously beyond the autarky attempts, and does not grant real power to the masses to take control of the MoP, since it sees the party as the organic extension of their will and thus free to do what it wants.
