Yeah, the Yugoslav partisans were an incredibly capable fighting force. They were highly organized and capable of carrying out their actions. From the "illegals" in the cities, to the fully equipped Partisan divisions in the mountains and countryside they were the most effective guerrilla army in modern history. They weren't your average fistful of farmers with rifles, they were a military force organized into divisions, brigades, etc.

I have read the text of a German general who had fought in the region, who had said that the German war machine wasn't capable of fighting the Partisans style of war. He stated that many commanders were begging to get sent to fight elsewhere, even if it meant on the Eastern front.

I don't know much about the Greek resistance, however I agree that Stalin left the Greeks out to dry.
