Well it doesn't matter particularly, personally I found Multitude to be far clearer than Empire, though I enjoyed the abudance of historic parallels the latter draws from.
A good book bundeling introductions to Negri's thought is the 2-volume 'The philosphy of Antonio Negri' which can be ordered online at AKPress. I also recommend 'Books for Burning' which outlines Negri's earlier engagement with Post-Operaist theory which I actually prefer to his post-Multitude writings.

All in all I'd say you can read multitude without reading Empire although the terminology and writing style might be a bit confusing in the first few chapters.
