The federation of communities does not leave capitalistic relations intact, do not forget that this all happens after colectivisation, which was done in the very first days of the revolution, each community organizes itself and becomes autonomous and self-suficient, inter-community trade has nothing to do with capitalism.
The use of money originated to facilitate trade, but inter-community trade would just become even more complicated when using coin, not to mention that in order for one to use coin in a trade effectively one needs to change the economic organization of several comnunities.
