I don't know. It depends on the populace, the area, and what the people want. For the most part it would be targeting crime that involves a victim i guess? "Are militia's interdependent? Or are they autonomous?" They are militia's of the people, answerable to the people (the worker's councils). "What happens if one militia disagrees with the actions of another militia?" The worker's councils, if they decide that this is the way they want to manage the issue. "What if some within the community want a militia and others do not?" Then that community has to come up with an idea that works for them, so long as they are a participant in a separate group of worker's councils (determined by location basically) which hasn't voted in favour of a militia.
