They'll come to a random base or whatever and anybody who isn't going on a mission or actively engaged in whatever the fuck their job is can go. I actually did see Lynyrd Skynyrd while I was at basic training, cause I was the on the 4th of July, and they played at the base where my training was at.

I went cause otherwise I'd have been sitting around the barracks with a drill sergeant who would probably be in a shitty mood, and cause we got to eat shit like pizza and ice cream and shit.
