My original point which I failed to emphasized was that you cannot call Mao a murderer for the same reason that you cannot call him a saviour. His policies saved millions only because of heroic efforts by lower level cadres, medical workers (especially the "bare-foot doctors"), etc. Mao's central government enabled this to happen, but the work it self was done by, I'm proud to say, people such as my grandma. By the same token, CCP's monumental screw ups in the late 1950s were not entirely Mao's fault, though one could accuse him of incompetence in terms of economic management.

They're just so damn paranoid against the State. I've argued with them before on the State, & a lot of them think the State runs under a natural order, in which it doesn't matter who runs it, the State is inevitably corrupted. They fail to use any kind of scientific thought on how things operate, in which marks their failure on them not understanding environmental conditioning. Man (mankind) do what they do & are what they due to because of the environmental conditioning they went through as they grew up. The State runs under how those operate it, which is solely based on how they've been run as well. The State runs on the environmental conditionings in which are of those who run it. So to say that Chavez, when comparing him to the real bureaucrats, will be an evil tyrant because he allows the State to operate as the tool to gain Communism, then it's completely illogical & fails to bring any scientific or dialectical materialist analysis of the situation.

Hell no I don't believe in their propaganda. I love how they continue to call them bureaucrat even after the the 180 communes forming up, which ISN'T funded by the State, the armed peasants & working class, the nationalization of programs which are going to the benefits of the people, & now the workers taking over industries.
