This is really exciting, it sucks being in America where science budgets are being sliced right and left.
cant see it happening. The only country with the logistic means to acheive such a project alone within even 40 years is America, and i doubt even they'd be willing to fork out the money considering how much its cost and how long its taking just to build the ISS. Especially now that the shuttle fleet is going out of service with no obvious replacement.
Still if you throw enough money in the right place, it could have a lasting result.

Not unreasonable at all, if they just decide to get their hands out of their asses and actually focus on space.
