The CCCP was different things at different times, under Lenin it was a transition state, he established small capitalistic systems with farms and such while controlling the major industries in order to facilitate the move from feudalism to communism. Stalin reversed the system and created an essentially autocratic corrupted communist state. Late in the period Gorby set up essentially a limited capitalist system which rapidly ran out of control and led to the dissolution of the nation itself. So it is difficult to pin one single name on the Union, but I do believe Trotsky had it right in general with a degenerated worker's state.
