I've always thought the full length Workers Councils by Pannekoek was not only the best introduction to council communism but it's discussion of the organisation and planning of society by the councils serves as one of the best introductions to communism in general. I always reccomend it to people who want to learn more about communism.

I would second kurasje.org as a great resource for historical council communist texts. The Collective Action Notes (http://redemmas.org/collective_action_notes) site also contains a lot of interesting and more recent stuff of a councilist vein. I'd also recommend Serge Bricianer's book 'Pannekoek and the Workers Councils'; it does an excellent job of tracing the development of Pannekoek's (and "councilism's" ) positions.
