    It's going to be a while. I want to write about the origins of SoiC, how it actually functioned in practice which will require an in-depth analysis of Soviet history, how it was negated by the revisionists to detrimental effects, and other things. I'll probably need to purchase multiple books first.

    SIOC is a great place to start since that is the concept most thrown around by Trots and anarchists with a complete lack of understanding.

    There are other discussions going on in this forum that are much more detailed, and have a significant Marxist-Leninist presence. I don't see why we should be worried about a new user who repeats the standard Trot line on Stalin and asks us to "face it."

    They are:

    * Marxist-Leninist Veterans League
    Formed for RevLeft MLs who joined in 2006 or earlier. Chairwoman is Prairie Fire.

    Formed to represent dodger being an old man and ex-worker. Chairman is... dodger.

    In essence, the youth league serves as a stepping stone for qualified comrades to participate in the inner workings of our organization, both political and functional. Generally speaking, I will recruit by two methods, first, I will observe you in the forums and elsewhere to see if I think you are qualified, and second, people who are interested may contact me and we will correspond. In general, my requirements will be:

    1) a comprehensive knowledge of Marxism and study of Marxist materials, that is not to say I will quiz you, but I expect that you are at least aware of the ideology and that I will use your posts to judge this.

    2)Principled and comradely behavior. I expect everyone to follow the guidelines of Mao's Combat Liberalism and Lio Shaqio's How to be a Good Communist. A good comrade must be open to critique on the basis that he genuinely wants to improve himself, and he must use the weapon of critique to improve his comrades, rather than to dismiss or reject them.

    3)Experience: I am not going to let everyone join willy-nilly. I expect the people who are interested in joining to be at least aquanted with myself, and others on this board, so we can have known you long enough to evaluate you.

    4)Be aware of proper conduct: Any member of the youth league must refrain from unprincipled sectarianism, and the use of oppressive language, be it sexist, ablist, or queeraphobic. I will be following the moderator style of r/communism before its degeneration, except with a decreased emphasis on anti-sectarianism. The central committee of r/communism has provide plenty of theoretical work explaining oppressive language and how it will be opposed, but until I locate such work, I expect you all to read these guidelines to understand my style of moderation and selection:

    I'd say that trying again is better than banging our head at a brick wall with the like of Pham Binh and Caleb T. Maupin.     After 7 days of discussion, the Provisional Central Committee of the Communist Party of RevLeft has decided to promulgate two documents which lay the foundations of the self-administration and organization of the RevLeft Marxist-Leninists.

    On July 10th ind_com proposed that one aspect of the first document be changed, that elections be held by default every year instead of every two years. Roach, Bright Banana Beard and Questionable supported this change, Prairie Fire, GallowsBird and ВАЛТЕР abstained. With 4 votes and 3 abstentions, this modification has been made.

    Regulatory Document of the People's Council of RevLeft Marxist-Leninists
    Enacted by the Provisional Central Committee of the Communist Party of RevLeft on July 16, 2013

    Preamble

    The People's Council of RevLeft Marxist-Leninists, established on the basis that all power among the Revleft Marxist-Leninists belongs to them and shall be wielded by them, constitutes itself as the sole legitimate force of state power of this community, upon which any higher organs of state power are accountable towards. The Regulatory Document has come into being to establish its abilities and to indeed regulate its work.

    At a time when the security of the forum is endangered, and when the coherency of the Marxist-Leninists should be especially assured, the People's Council of RevLeft Marxist-Leninists also functions as the broad tribunal of this community, establishing consensus and representing all involved in the community who wish to be involved. The People's Council seeks to carry on its activities always in the service of the users and as fully accountable to them.

    Chapter 1: Organization and Tasks
    1. The People's Council of RevLeft Marxist-Leninists is the basic administrative organ of the RevLeft Marxist-Leninist community and its userbase.
    2. The People's Council has an Executive Committee which is entrusted with managing the tasks of the Council when it is not in session, among other designated tasks.
    3. The basis of the People's Council is that all power belongs to the masses and is wielded by them. It operates in the service of People's Democracy and the unity of the RevLeft Marxist-Leninists.
    4. The People's Council has as its main task the supervising of any higher organs of state power and the drafting and confirming of laws which regulate activities and standards within the community.
    5. The People's Council is in full opposition to the "ponies," their masters, and all other forces harmful to the community. It stands in solidarity with all forces for progress including the Blackhole. All higher and derived organs of state power also uphold these traits. The vanguard of the RevLeft Marxist-Leninists, the Communist Party of RevLeft, is the leading force operating in defense of the people's state power.
    6. A meeting of the People's Council can be held when the amount of members listed as being in attendance is equal to or more than those absent.
    7. A meeting may last for multiple days as multiple sessions, or through otherwise extended breaks to be decided by the Chairman of the Executive Committee or the Vice-Chairman, or by a vote of the Council itself when neither two figures are present.
    8. At each meeting speeches may be made and laws and resolutions introduced, discussed and/or voted upon. Votes pass through a simple majority.
    9. Meetings end only through the consent of the majority of the members present in addition to the consent of the Chairman of the Executive Committee or the Vice-Chairman, or by a member of the Executive Committee chosen by that body who represents either in the event of the absence of both.
    10. During the voting process members of the Council and of its Executive Committee are completely equal. Absent members may vote through inferred or explicitly stated decisions decided by the members of the Executive Committee. Tied votes are decided by the Chairman’s decision.
    11. Where the Council is not in session the Executive Committee is in continuous session, and has the power to introduce laws and resolutions on its behalf, provided they are achieved by unanimous vote within the Committee.
    12. Any law(s) passed by the Executive Committee in between meetings of the People's Council must be voted upon by the Council at its next meeting or said law(s) will become null and void.
    13. A meeting of the People's Council must be held exactly three months to the day any resolution or law is passed by its Executive Committee on its behalf.
    14. No law passed by the People's Council can be annulled except through a vote to nullify said law(s) by a subsequent meeting or session of the Council, or where they are found to be in contradiction to the rules of the forum in which they preside as interpreted by joint decision of the Executive Committee and the forum administration.
    15. The People's Council can, with a vote, establish additional institutions as it deems fit so long as these do not infringe on any higher organs of state power in existence.
    16. The People's Council can vote to abolish itself with the consent of its Executive Committee and the approval of its Chairman, as well as with the approval of all higher organs of state power in existence.
    17. The Chairman of the Executive Committee represents the People's Council of RevLeft Marxist-Leninists in relations with other state organs and to outside forces and organs, or the Vice-Chairman if the former is vacant or absent, or a representative of and from the Executive Committee chosen by the Council or appointed by the Chairman or Vice-Chairman.
    18. No higher organ of state power may usurp or otherwise take control of any process of the People's Council and its competences.
    19. No restrictions on discussion may be placed on the People's Council and its members.
    20. This Regulatory Document may only be modified by a 2/3rd majority of votes in a meeting of the People's Council in which all members are present.

    Chapter 2: Elections and Membership
    1. Elections are held every year on May 5 or when called for by a majority and public vote of members of the community after five days of discussion within it, with the users themselves carrying out an election if their discussion is prematurely ended or otherwise manipulated. Any election called for must be held within two months. Neither the People's Council of RevLeft Marxist-Leninists or its Executive Committee may pass laws during the election process.
    2. The election process is divided into three stages: nominations (15 days), voting (5 days) and the election day itself, which also counts as a voting day. Any election called for must therefore allow 20 days total for the whole electoral process. Anyone who has gained the support of the vanguard or existing social organizations of the users may become a candidate. The Executive Committee of the People's Council maintains a document listing recognized social organizations. This document can be modified by the joint consent of the Chairman and Vice-Chairman of the Executive Committee and the Chairman of the Democratic Anti-Brony Front.
    3. The nominated candidates may contest a seat of their choice, of which there is a minimum of 20 available. A candidate cannot run for more than one seat. During the voting stage voters are presented with a slate or slates of candidates to which they can either vote to confirm or reject. If rejected the present composition of the People's Council is maintained.
    4. The nomination and voting processes are regulated by an Electoral Commission which ceases to exist with the conclusion of the election. It is comprised of at least one delegate from the vanguard and from each existing social organization. Members have the days of the nomination period to decide on a Chairman and Vice-Chairman among themselves. If consensus is not achieved then a delegate from the vanguard in the Commission is chosen as Chairman and its Vice-Chairman is chosen by the leading organ of the vanguard.
    5. The Electoral Commission during the nomination period confirms or denies candidacy status to anyone seeking it, either amongst themselves or by the decision of the Chairman or, if he or she is unavailable, the Vice-Chairman. During the voting period the Commission members and volunteers assisting them canvass for votes and report back to its Chairman on vote totals they have collected. Commission members may also serve as volunteers with the joint consent of its Chairman and Vice-Chairman. The Commission also sets how many seats there will be in the People's Council by majority vote within the first five days of the electoral process. If no agreement is reached on number of seats then the present amount of seats of the People's Assembly is retained. In setting the number of seats it abides by the minimum number noted in article 3.
    6. At the conclusion of the election the Chairman of the Electoral Commission announces the vote totals that have been calculated and either confirms the results or calls for a recount, which extends the voting process another five days with all prior voters and their votes still being counted. If the subsequent voting is still considered insufficient or improperly conducted by the Chairman then the leading organs of the vanguard and any social organizations will have another five days to agree upon the allocation of nominated candidates to seats. If no consensus is reached then the election is cancelled and the present composition of the People's Council is maintained.
    7. If the Chairman of the Electoral Commission is unavailable to carry out his or her activities then the Vice-Chairman assumes such powers for the duration of the electoral process.
    8. In the event of a vacancy in a seat or no candidate contesting it then the Executive Committee of the People's Council can choose to appoints a user through majority vote within it, or to leave the seat vacant.
    9. The composition of the People's Council and of its Executive Committee may vary, but the former must always have more members and not equal to or less than members in the latter.
    10. No member of the People's Council may be removed except for inactivity, lack of interest, or good will in participating. The removal of said members is carried out during a meeting of the People's Council wherein all those present may hold a majority vote to remove said member with the consent of the Chairman of the Executive Committee.
    11. The Executive Committee may face modification at a meeting of the People's Council upon request of the members of this Council who, in a majority vote, may remove certain members and add others so long as article 9 is respected. The Chairman and Vice-Chairman are likewise chosen and removed by members of the Council.

    Preamble

    In accordance with the Regulatory Document of the People's Council of RevLeft Marxist-Leninists, Chapter 2 Article 3, the Executive Committee of the People's Council of RevLeft Marxist-Leninists is entrusted with maintaining the present document, which shall be known as the Document on Electoral Regulations.

    Chapter 1: On the Electoral Commission
    1. The Electoral Commission whose activities are outlined in Chapter 2 of the Regulatory Document of the People's Council of RevLeft Marxist-Leninists is the only legitimate institution able to conduct and supervise the electoral process, with the exception of the exceptional circumstances noted in Chapter 2 Article 1 of that document.
    2. The members of the Electoral Commission are tasked during the nomination stage with assembling a list of eligible voters, which will remain for subsequent elections. The removal of a username from the list can only be affected by a joint decision of the Chairman of the Commission and the Chairman of the Executive Committee of the People's Council of RevLeft Marxist-Leninists. Those not on this list cannot take part in voting for candidates, and are thus encouraged to present themselves to members of the Commission beforehand.
    3. Each volunteer who offers his or her services to the Electoral Commission will be numbered for the duration of the electoral process in order to efficiently organize them and assess their numbers. They will solicit votes along with the usernames of the voters, and will send both to the Chairman as outlined in Chapter 2 Article 5 of the Regulatory Document.
    4. Failure of a volunteer to report votes they have received from the users, or other malicious behavior recognized by the Chairman or Vice-Chairman of the Commission, will render said volunteer ineligible for volunteer status in the next election.

    Chapter 2: On Social Organizations
    1. Social organizations function as concentrated expressions of the influence of various progressive forces within the community. Their development is encouraged by the People's Council of RevLeft Marxist-Leninists.
    2. The following social organizations are recognized: Democratic Anti-Pony Front, Marxist-Leninist League of Internet Trade Unionists, Communist Party Youth League of RevLeft Marxist-Leninists, Marxist-Leninist Veterans League
    3. The nomination of a candidate by a social organization is achieved by the latter's leading organs, or leader acting on behalf of the organization, informing the Electoral Commission of its endorsement of said candidate.
    4. The Democratic Anti-Pony Front is a social organization of a special type, encompassing all other existing social organizations within it under the leadership of the vanguard of the RevLeft Marxist-Leninists, which is also a member of the Front.

    Chapter 3: On the Electoral Process
    1. A slate is presented by the leadership of the Democratic Anti-Pony Front during the nomination stage of the electoral process, to then be voted upon by the users during the voting stage.
    2. A slate cannot be modified once it is at the voting stage.
    3. If a slate is not adopted by the time of the voting stage then another five days are given for the adoption of it, if it is still not adopted then the leading organ of the vanguard is tasked with presenting a slate.
    With this in mind I hereby schedule elections for September 16 this year, with the nomination process beginning on August 28.

The Democratic Anti-Pony Front has already chosen the candidates it will present to voters earlier this month, a list which will mean 21 users presented to serve as deputies to the People's Council of RevLeft MLs if elected. This list includes all the social organisations encompassing the DAPF as well as the vanguard of the RevLeft MLs.

    The Electoral Commission to handle the first election will consist of the following through the assent of all the heads of the social organisations as well as the vanguard:
