So I've doing a little research on technocracy. As far as I know, the two more widely known technocracy groups are Technocracy Inc. and EOS. Are there any substantial differences between the two? From my little research, It seems Technocracy Inc. seems to be more of the "Technocracy from above", and EOS being "Technocracy from below". Both talk about having technates and urbanates (and syndicates too for the EOS I think). What are the differences? And which of the two has the layout for what technocracy should be?

I think you have the essential differences covered, but there may be more - I've not read a lot of EOS material recently. I'd say that both could legitimately lay claim to technocracy, since Hubbert's original vision, while influential, should not be taken as universally binding.
