I read from one of the users here that Under Stalin the Soviet Union had a zero tax rate, is this right? Also do you have any link or info that I could use to prove if this is right or wrong.

Its uncommon for socialist countries to have taxes on workers, as most workers are employed by the state who set their wages anyways. Government revenues come primarily from production

This make a lot of sense but I am trying to come across fact that I can use that show the only way to get zero tax, is to become a Marxist-Leninists.

Well, communists favour certain taxes at certain points too, under capitalism and during early stages of socialism, we favour a heavy progressive income and corporate taxation. IE tax the greedy not the needy. However we will also outgrow the need for taxation as socialism is established.

Is this because the State owned the factors of production?

I have been talking with some members of the communist party in Russia and they told me taht even under Stalin there was taxes. THey point out that not all of the factors of production were nationalized, and therefore there was still need for taxes on the private sector.

Cuba didn't have Income taxes until the 1990s due to the special period. I guess it depends on what type of taxes you are refering to.

Sales tax, income tax, or any "rent" charged on any item the goverment did not own. Like for example my wages are something that the goverment does not own, but they can charge rent on them. Not that if the goverment owns said item, it holds the right to charge any price, just like the "free market" has.

I don't think Cuba or North Korea charges any taxes for their people right now. There might be some tax on tourist goods but other than that, I don't think so.

One of the problems I noted, while trying to answer this question is that some people only think that the government can tax. They seem to miss understand that government can make money thought ownership of their own business, instead of taxing.
