You must be thinking of something similar sounding but different. It's just a joke name which a magazine came up with for Argentina, because of the soya boom and the dominance of the landowners who grow it. it is also a pun on "Kazakhstan" which is "Kazajistan" in Spanish.

Please enlighten me on the differences between a workers state and a socialist state.
