I read that you are reading a book about the roots of fascism: I can tell you from my readings about German fascism, that Fascism came from german Capital in 1918 to 1919 when tons of "workers" parties were created by capital after they got scared from the revolutions in germany in those two years. "Fascism" is another word for "Capitalism in Decay" as Lenin wisely pointed out.
