There are no civ leaders in the game who were historically socialist. If you choose 'Order' as your ideology, you can obtain a bonus called 'dictatorship of the proletariat.'

Actually there is a player-made mod that adds Albania as a playable civ, but it appears to be based off Medieval Albania rather than the socialist era.
