I've not read Louis Kelso's The Capitalist Manifesto. Do you askbecause of the SPD idea of confiscation through taxation?In the August 1925 issue of the SPD's theoretical journal Die Gesellschaft (edited by Hilferding) there is an article titled: Entschädigung oder Enteignung (compensation or confiscation) signed C. R. Atlee.
However, I couldn't find anything in those links that I could cite for future use, other than the comments on nationalizing land as a bourgeois measure.

@GB Much of Smirnov's critique of comintern program is against Bukharin's rejection of the minimum program. Interesting detail that Smirnov and Bukharin were on the same side (though Lenin then already favored Smrinov) earlier: http://www.marxists.org/archive/leni...917/oct/06.htm For Dashkovskij the "minimum" is restoration of the dictatorship of the proletariat. He condemns a minimum program in the economist sense (mere wage dispute), since a) anarchists, mensheviks do it already, b) it's dishonest not to say that wage increase, etc. actually encourages an economic crisis which the the opposition is not ready/too weak to seize as an opportunity.
