Can there be hierarchy and exploitation without an economic division, and without a material cause?
Also could abuse of any power be an effect of capitalism (or class division generally)?
Can it be ok if all in any kind and quantity of power are 100% accountable,checked and (reasonably) challenged by those who put them in that place and responsibility of power?

I think so. In all societies there are individuals with a desire for authority and power, regardless of whether or not that power benefits them economically.
Can it be ok if all in any kind and quantity of power are 100% accountable,checked and (reasonably) challenged by those who put them in that place and responsibility of power?
I think the question should be whether or not that is possible. Can an individual be trusted to occupy a position of authority to that capacity.

Or if possible eliminate any reason for which he/she might abuse that power.

If there is nothing to gain, either from abuse or legitimate fulfillment of that position, then they have no power.
