Quite obviously, a political system was present, just a political system has been present wherever there has been a society. Im not quite sure what you mean by it. I would assume that you mean a bourgoise democracy and a multiparty system, but Im not sure, so please explain. If that is the case, then the answer to your question is no.
To answer your first question, I dont think it really was a matter of tactic similiar to any other revolutions. The industrial revolution goes hand in hand with the evolving of liberalism. When the need for a larger manufacturing industry arose, there was consequently a need for new ideas and innovations, and therefore, the industry and the owners of the means of production, opened up new areas of science, corresponding with their needs, mostly the natural sciences, which also experienced some kind of a revolution during that time. At the same time, a development in the national states can be seen. Already during the Renaissance, people started promoting a transition of power from the church to the state, and the same pattern can be followed to the present day. When the states during the industrial revolution (and the Enlightenment) saw that it could use the new ideas to promote a transition of power from the church to the state, they used it. One example is Frederick the Great's use of the Pietists in Prussia to crack down on the old church. The Austrian monarchs after Maria Teresia used the same tactic to achieve their goals. I think that partly answers your second question as well. The transition of power from the churches made them much weaker, and it wasnt as easy as before to keep new ideas in check. This development, in league with the needs of the owners of the means of production created an environment freer for the ideas than before.
Maybe not the clearest answer, but Im tired.
