Is it possible for the below scenario to occur in a communist society?

Workers produce everything.

Workers can be split into two sub-classes, producers (those workers who produce goods) and consumers (those workers who consume the goods produced by the producers).

Obviously there is some overlap between the two as the producers also need to consume the products they and other producers produce as well.

But I was thinking what if the producers saw their advantageous position of being the producers of goods consumed by the consumers and decided to withhold the products they produce from consumers who don't themselves produce but only consume?

This would create a situation where one class of people (the producers) hold power over the other class (the consumers) by denying them the fruits of their labour.

Is this possible or am I just going nuts?

I think the idea would be that everyone would produce or contribute to society in some way, to the best of their ability. Likewise, everyone would take what they needed to survive (to each according to their ability, to each according to their need).

There wouldn't be people that would not contribute to society in some way.
