Did it rightfully belong to Mongolia, or Russia?
I think it belonged to Mongolia, which should have been incorporated into a Chinese Federation with Mainland China and the RoC. Political maneuvering prevented Mongolia and China from forming a single government, but I think it's ridiculous that a "worker's" government more or less de facto annexed a part of a neighboring "worker's" nation.
