That's the problem.
It's not as if their killing civilians just to kill civilians. They honestly believe that they are being threatened, and respond. It's not as sinister as it may at first appear to be.

We cant have any more rouge states running around and doing whatever they want-GW has said something to that effect. So I say lets force the ICC treaty on America or sanctions, I mean we cant have the biggest rouge of all America running around rightoesly attacking whoever it wants just because of 9/11, hell they dont sanction the Palistenians responding to bombings on the gaza strip- wheres the moral consitantcy!!!???

Read about "Operation Just Cause" of 1989 in Panama. American troops weren't burning down peasant neighborhoods and shooting schoolchildren because they felt "threatened". They weren't killing photographers who were trying to cover this because they felt "threatened". That said, all that was shown on the American media was that they were only killing in self-defense.

Well currently this can't be used officially against them because we have no proof that they did not reqally feel threatened, or feel threatened to an appropriately high level, but iwth more proof we could. it's just that the past incidendents in Panama are not enough to go on

Let's say you're a soldier in the US army. Frequently you are hearing about American troops being shot and ambushed by seemingly innocent civilians. Now when you are guarding a zone and civilians start running through the zones that they aren't supposed to(and you are trained to shoot before thinking) don't you think that you would make mistakes? I just find it very hard to believe that the US soliders are rounding up civilian school children, and photographers to be shot for the hell of it...or because they enjoy it.
I disagree with the 'shoot then think' tactic. If they're going to be police they need to use better judgement, even if that means risking themselves first.

These "soldeirs" signed up to put their lives on the line, they are not supposed to kill civilians even if they think they are threatened, end of story.
I don't think it is that unimaginable that U$ soldiers round up and kill civilians do you? Vietnam and Cambodia that was the norm after all they were only "gooks" right?
