I wonder how good an idea this is. Surely it puts anybody who gets ahold of such a leaflet in considerable danger?

I'm thinking the balloons would go very high up and then descend after some time of travel.

well, the baloon are at a verry high altitude, then at a certain point they open up and drop all the flyers.


baloons themselves are transparents, they fly high altitude, i doubt the guards would be able to see the difference between them or a bird.

and even if they put effort to shut them down, all the south korean activist would have to do is to launch them at night.

anyway, the north korean governement would not mind about this if they where not full of shit.
