Today I saw something on television about a Chilean woman who lived in Belgium (as a state citizen) and who was not allowed to board a plane to Cuba without a visa at first. Only when they realized she was a Belgian state citizen she was allowed to go.
So my question is: Why can Belgian state citizens enter Cuba without a visa, while Chilean citizens can't?
